General Hospital spoilers continue to show Willow and Nina growing more desperate for answers, with Brennan appearing to hold all the cards. Most viewers assume Willow is the one seeking something from Brennan, but what if the power dynamic is actually reversed? Instead of helping Willow, Brennan may be using her to accomplish a mission of his own.

Recent episodes have highlighted Brennan’s refusal to simply hand over the information Willow wants. Rather than providing clear answers, he keeps negotiating and setting conditions. That behavior feels intentional. If Brennan’s only goal was to assist Willow, there would be little reason to prolong the process. His hesitation suggests there may be another objective operating beneath the surface.
That hidden objective could be Ross Cullum. Ever since Brennan recovered and regained control of his situation, Cullum has remained a looming threat connected to the larger mystery. Brennan possesses knowledge that could potentially damage Cullum, giving both men strong reasons to keep a close eye on one another. Their conflict may have already evolved into a dangerous behind-the-scenes battle.
The challenge for Brennan is that directly targeting Cullum could backfire. Cullum is intelligent, resourceful, and likely prepared for any obvious move against him. A direct attack might only give Cullum time to erase evidence, vanish, or strengthen his defenses before anyone can expose the truth.
That is where Willow could become unexpectedly valuable. Unlike Brennan, she can move through various social circles without drawing immediate suspicion. Her relationships place her in positions Brennan cannot easily access. Even more importantly, her desperation for answers could make her willing to take chances that others would avoid.
One possibility is that Brennan has no intention of revealing everything. Instead, he could be feeding Willow small pieces of information—just enough to keep her searching. By doing so, Brennan would not need to conduct the investigation himself. He could simply allow Willow’s determination to push her toward the people and secrets he wants uncovered.

As Willow follows clues and asks difficult questions, she may unknowingly begin uncovering connections that Brennan already suspects lead back to Cullum. Every conversation she initiates, every lead she follows, and every person she approaches could generate valuable intelligence for Brennan.
From Willow’s point of view, she would believe she is using Brennan to gain an advantage. She would assume she is carefully controlling her own search for answers. Yet behind the scenes, Brennan could be quietly steering the entire process, directing her toward a destination she never intended to reach.
Under this theory, Brennan’s repeated bargaining suddenly makes far more sense. The delays may have nothing to do with missing evidence or uncertainty. Instead, the information itself may simply be a tool. Brennan’s real goal could be identifying Cullum’s network and exposing everyone connected to it.
Another factor supporting this possibility is Brennan’s history. He has consistently been portrayed as someone who thinks several moves ahead of everyone around him. Strategic manipulation is part of his reputation. Because of that, it seems unlikely that he would spend so much time negotiating over a simple file or a single piece of evidence.
In fact, Brennan may have predicted this entire situation long before it happened. He understands Willow’s fears, her frustrations, and her need for answers. If he anticipated that she would eventually seek his help, then every conversation and every offer may have been designed to serve a larger plan from the very beginning.
The biggest shock could arrive when Willow finally learns the truth. Brennan may reveal that she was never truly his ally. Instead, she may have been the perfect lure all along. Every choice she made and every clue she chased may have brought Brennan closer to locating the one person he has been targeting from the start.
If this theory turns out to be accurate, Brennan’s storyline may be heading somewhere far darker than fans expect. His interest in Willow may have little to do with helping her and everything to do with using her as an unwitting weapon against one of his most dangerous enemies.
And when the dust finally settles, Willow may discover that Brennan got exactly what he wanted. While she was searching for answers, she may have unknowingly led him straight to Ross Cullum.
