The most explosive version of this theory is that Lily and Victor may have been working toward the same objective without revealing their connection. There have already been theories about Lily, Jill, and Victor secretly maneuvering around the Chancellor conflict. If that larger strategy is still possible, Lily’s recent behavior could take on a completely different meaning. She may not be reacting to Billy’s moves. Billy may believe he uncovered a hidden weapon, but Lily could have known that the document would eventually surface. If she understood how Billy would react, she would not need to physically stop him. She would only need to make sure he believed he had discovered something powerful enough to act on.
That would make the phrase “You’ll lose everything” much more chilling. Lily may not have been making an empty threat. She may have been describing the destination of a plan already underway. Billy could win the first battle, celebrate the contract, and confidently step into the Chancellor fight—only to discover that the entire victory was designed to put him in a much weaker position.
And Victor could be waiting for that exact moment.
If this theory is correct, the real Chancellor battle is no longer simply Billy versus Lily. It becomes a much bigger game involving hidden alliances, legal traps, corporate power, and people operating several moves ahead. Billy may think he has finally found the key to Chancellor, but the contract could actually be the bait.

The real question is: Who wanted him to find it?
